10. Codification, DGQA/DGAQA, ownership, costing and MRB
Exercise the defence-specific governance around standards, resident inspection, government property and multi-party non-conformance decisions.
Purpose
Exercise the defence-specific governance around standards, resident inspection, government property and multi-party non-conformance decisions.
Quality Inspector, DGQA Inspector, QA Head, Project / Contract Manager
NSN candidate E2E-CA-ACT-001; AHSP E2E-CA-AHSP-001; JSS 0251-08; DGQA call E2E-CA-DGQA-001; GFE pool E2E-CA-GFE-001.
Before you begin
- Named users exist for each independent role
- Item and test site exist
- A CLEAN same-site defect report or photo exists in Documents
Procedure
- 1
Run codification from draft through submission and final NSN assignment.
- 2
Raise a DGQA call and have the resident inspector acknowledge and investigate it; select the stored defect evidence version when routing a defect, deviation or concession.
- 3
Register GFE/CFE ownership and an explicit co-mingling rule for two projects.
- 4
Raise an MRB case against an exact held location, state, ownership, batch/serial/container and quantity. Record quorum votes and separately test an immediate veto.
- 5
After an approved terminal vote, have an authorised Stores Officer execute the permitted disposition to its controlled destination and inspect the linked movement and execution record.
Expected result
- AHSP and a structured standard are mandatory before submission
- Call originator cannot act as resident inspector
- Defect/deviation/concession routing rejects missing, quarantined, wrong-site or over-classified evidence
- Ownership pool survives every stock identity transition
- MRB originator cannot vote and one actor cannot vote twice
- Votes alone never move stock; execution requires an approved case, exact held balance and authorised independent action
- A completed execution links case, decision, source identity, destination and append-only stock movement atomically
