Flow 34 creates adapter-governance and evidence records only. It sends no command or message, changes no machine or safety state, edits no Engineering/Quality source, and performs no delivery, stock, custody, Assembly, identity or accounting transaction.

Submit it; technically approve as Product Engineer, security approve as a different Security & Compliance Officer and release as a different Production Manager.
