2. Sites, locations and item master
Create the internal facility and catalogue identities used by downstream custody transactions. Supplier identity and qualification are governed separately in 17B.
Purpose
Create the internal facility and catalogue identities used by downstream custody transactions. Supplier identity and qualification are governed separately in 17B.
Tenant Administrator, Materials Planner
Comrado site COM-01 with existing QUAR-01 Receipt Quarantine and MAIN-01 Main Stores; item E2E-CA-ACT-001 — 28 V flight-control actuator, RESTRICTED, EA; vendor E2E-CA-VENDOR-001.
Before you begin
- Security flow passed
- Separate Materials Planner and Security & Compliance Officer users have explicit site scope
- Company setup completed successfully and created its standard receipt-quarantine and main-stores locations
Master-data concepts
A physical company facility. A site contains one or more storage locations.
A controlled storage address inside a site, such as a quarantine cage, receiving bay, rack or bin.
A holding area for material that has arrived but is not yet approved for use. Company setup creates Receipt Quarantine automatically; users select it during receipt rather than creating it for every shipment.
An authorised bin for usable material after independent inspection and putaway.
A separate named user role responsible for item master and planning data. The role does not perform physical receipt or quality inspection.
The authoritative catalogue definition of a part: number, description, unit, classification and applicable controls. It contains no quantity. Inventory exists only after a physical receipt posts stock into quarantine.
The sum of positive current-stock balances visible within the signed-in user’s assigned sites and clearance, including quarantine, reserved, blocked/MRB, repair and subcontractor states. It is read-only context and is not stored on the item.
Only visible UNRESTRICTED stock in an issuable container. Quarantine, reserved, blocked, MRB hold, repair, subcontractor and other controlled states are physical but are never labelled available.
A user without stock:read receives no stock facts and never sees a misleading zero. The dedicated stock-summary API enforces tenant, assigned-site and clearance scope and audits classified reads.
Use the company’s official unique part number in production; Moduvio does not require a universal prefix. Use E2E-CA- only for fictitious acceptance records so test data is easy to identify and remove.
The plain-language name users see beside the part number. It should identify the material without relying on an internal code.
How inventory quantity is counted. EA means each individual unit; KG means kilograms; M means metres; L means litres; SET means a complete set.
The information-protection level of the item record. A user must have equal or higher clearance to view it.
NATO Stock Number. Enter it only when an authorised codification process has formally assigned one; otherwise leave it blank.
The usable period from manufacture for material that expires. Leave it blank for non-expiring parts; when supplied, receipt dates drive expiry blocking and re-test controls.
Optional identifying or planning information. Do not enter information above the item’s selected classification.
The item’s governance stage. A newly created item begins in DRAFT; this is separate from physical stock state.
Use Add item for one-off entry. Save creates one non-operational DRAFT and no stock; a duplicate part number returns a conflict. Existing records are updated only through the audited Item Master edit and return to DRAFT review.
Use Programme operations → Migration for controlled bulk onboarding. An authorised migration administrator replaces the supplied E2E rows, inspects and maps headers, resolves row errors, runs a database DRY RUN and then COMMIT. Imported items are create-only and enter REVIEW_REQUIRED; existing part numbers are rejected rather than overwritten.
Detected headers can be corrected explicitly before revalidation. Errors identify sheet, row and field; unresolved mapping, invalid JSON, duplicate identifiers and database catalogue-rule failures keep DRY RUN and COMMIT unavailable.
DRY RUN records an attributable job and audit event but changes no item, vendor or stock business rows. COMMIT reruns validation and atomically creates the accepted records; any validation failure creates no partial business data.
There is no XLSX update-existing switch. This is intentional fail-closed behavior: use the audited Item Master Edit action for a controlled update, including its renewed catalogue review.
The Items sheet defines catalogue records only. Opening Stock is a separate executable sheet and count; delete its supplied example row for item-only import. Stock ledger and current balance stay zero unless valid Opening Stock rows are separately dry-run and committed.
Use Supply → Supplier management and guide 17B for versioned legal identity, sites, contacts, qualification, reviews, suspension and reinstatement. Materials Planner no longer creates, edits, approves or deletes supplier records.
Procedure
- 1
Sign in as Company Administrator. Confirm site COM-01 already contains QUAR-01 Receipt Quarantine and MAIN-01 Main Stores. Do not create duplicates; if either standard location is missing, stop and correct company setup.
- 2
Sign out and sign in as the Materials Planner. Create the actuator item master and verify its authoritative classification.
- 3
Complete catalogue review and any controlled item update without creating stock.
- 4
With stock:read, compare Physical on hand and Available to issue in Item Master, open View for the scoped site/location/state/ownership/batch/serial/container breakdown, and select the same identity in Catalogue Governance. With a no-stock permission persona, confirm Stock visibility not permitted.
- 5
Use the governed migration workbook only for create-only bulk onboarding and keep Opening Stock as a separate explicit operation.
- 6
Open guide 17B and Supply → Supplier management for supplier identity and qualification; do not use Inventory planning authority for supplier lifecycle decisions.
- 7
Create an additional storage location only when the test requires a genuinely different bin. Magazine testing comes later and requires compatibility group and verified separation distance.
Expected result
- Creating, editing or approving an item creates no inventory quantity; receipt, inspection and putaway establish usable stock
- Physical on hand includes visible positive controlled states while Available to issue includes only unrestricted issuable stock
- Stock context is tenant-, assigned-site-, clearance- and permission-scoped; missing stock:read never appears as zero
- Stock-context reads leave current stock, stock ledger, custody and item/physical identities unchanged
- Production part numbers use the company’s controlled identifiers; E2E-CA- is only an acceptance-data prefix
- Materials Planner has no supplier write or approval authority
- Duplicate part numbers and location codes are rejected
- Supplier lifecycle remains a separate Supply-owned versioned process
- Magazine attributes are mandatory only for magazine locations
