34. Production readiness, qualification, dispatch and WIP/labour evidence
Prevent any Flow 27 operation attempt until exact approved production resources, current calibration, an approved competency and the assigned operator's current qualification all pass a live independently reviewed readiness gate.
Purpose
Prevent any Flow 27 operation attempt until exact approved production resources, current calibration, an approved competency and the assigned operator's current qualification all pass a live independently reviewed readiness gate.
Manufacturing Engineer, different Production Manager, different Production Planner, different Production Supervisor, exact named Production Operator and read-only Auditor
CELL-01 v1 + TOOL-01/SN-01/CAL-01 v1 + BUILD-OP competency v1 → named qualification → MDP-… readiness review → supervisor RELEASED → operator WIP 1 = completed 1 + rejected 0, 45 labour minutes.
Before you begin
- A Flow 27 build is in EXECUTION with its exact released routing
- The same-site work centre and any required physical tool/equipment have approved active versions
- A calibration-required tool/equipment cites the same item/serial exact calibration instrument and is currently usable
- An approved competency version and current named Production Operator qualification exist
- Engineer, readiness approver, planner, supervisor and operator are attributable authorities
- At least one same-site ACTIVE, CLEAN evidence version exists
Live readiness and source-authority boundaries
The immutable version freezes resource type, code, site, capability and any exact physical/calibration reference. A work centre cannot masquerade as tooling, and tool/equipment cannot satisfy the work-centre slot.
A calibrated resource requires an exact ACTIVE physical identity and matching calibration instrument item/serial. Execution reads current VALID, DUE_SOON or time-bounded OVERRIDE_ACTIVE status and due date; it never creates certificates or overrides.
The approved competency version defines the requirement. Qualification names one active same-site Production Operator, exact version and bounded dates; it cannot be self-issued.
The planner selects one exact build operation, approved work centre, optional tool/equipment, competency, current qualification and operator. A separate Production Supervisor rechecks live readiness before release.
The API locks the exact RELEASED dispatch and accepts execution only from its assigned operator. The dispatch completes with that single attempt; a failed retry needs a fresh independently released dispatch.
Production Manager may retire approved resources/competencies or revoke a qualification; Production Supervisor may cancel a released unexecuted dispatch. Every action is evidenced and immediately fails future live readiness.
Every attempt records started, completed and rejected WIP plus labour minutes. Started must equal completed plus rejected, and PASS requires positive completed WIP. These are evidence records, not stock or accounting movements.
Inspection and test require attributable measurements whose results agree with the attempt. Software load requires the exact software/firmware version. Released-plan evidence and exact manufacturing NCR gates still apply.
Flow 28 never updates calibration instruments/certificates, users/roles, physical instances, machine/PLC state, current_stock, stock_ledger or assembly custody records.
Procedure
- 1
Define and submit immutable resource and competency versions as Manufacturing Engineer; reject or approve them as a different Production Manager.
- 2
As Production Manager, qualify a named active same-site operator against the exact approved competency version for bounded dates.
- 3
As Production Planner, select one executing build operation and bind exact approved resource versions, competency, qualification and operator into a readiness-review dispatch.
- 4
As a different Production Supervisor, approve only after the server's live readiness recheck; reject if any identity, calibration, competency, qualification or user state is not ready.
- 5
As the assigned Production Operator, execute the released dispatch in routing order with controlled evidence, balanced WIP/labour and required measurement/software detail.
- 6
As Auditor, reconcile one completed dispatch and one labour/WIP record per attempt with unchanged calibration, HR, physical identity, machine, stock, ledger and assembly witnesses.
Expected result
- Resource and competency lifecycles retain immutable DRAFT → SUBMITTED → APPROVED/REJECTED versions
- Only approved active same-site exact resources can enter dispatch
- Calibration-required resources need matching active physical and currently usable calibration records
- Qualification is exact-version, named-user, same-site and date bounded
- Planner cannot release their dispatch; a Production Supervisor cannot plan or execute it
- Only the assigned operator can execute the exact RELEASED dispatch
- WIP balances and PASS has completed output
- Inspection/test and software-load type gates are enforced
- Failed attempts require a fresh dispatch for retry and keep the exact NCR rule
- No calibration, user, identity, machine, stock, ledger or assembly source is mutated
