External Quality communications
Prepare an immutable UNCLASSIFIED communication from one eligible Quality source, release it independently and track per-recipient delivery, acknowledgement and escalation.
Screen orientation
Quality Communication permissions control authoring, release, operation and closure. Recipient links are isolated, hashed, single-use and limited to one dispatch.
Authoring selects the exact source and public content, recipients and escalation policy. The register shows versions, independent reviews, dispatch attempts, acknowledgements, escalations and closure.
Field reference
The entries below describe the current screen controls and read-only values. They do not relax server-side validation, site scope, classification handling or required independence in a governed decision.
| Field or value | Control | Required or shown when | How to use or read it | Result |
|---|---|---|---|---|
| Eligible Quality source | Select | Required. | Choose one currently eligible notification-required NCR, issued SCAR, concurred counterfeit decision or approved escape decision. | Pins the exact source and fingerprint. |
| External title | Text | Required and UNCLASSIFIED. | Use a bounded recipient-facing title. | Freezes the released subject. |
| UNCLASSIFIED public summary | Long text | Required. | Include only the minimum approved external context. | Becomes recipient-visible content. |
| Action required | Long text | Required. | State the acknowledgement or response expected from recipients. | Defines the controlled request. |
| Acknowledgement due · Link expires | Date/time | Required. | Set the approved acknowledgement and credential limits. | Drives overdue and access state. |
| Escalate every hours · Maximum level · Internal escalation role | Escalation controls | Required for governed escalation. | Choose bounded intervals, ceiling and exact internal role. | Freezes the escalation policy. |
| Type · Organisation · Contact · Exact email | Controlled recipient fields | At least one complete recipient is required. | Enter each approved external recipient separately. | Creates one independent dispatch scope per recipient. |
| Controlled author evidence | Controlled evidence | Required. | Select CLEAN internal evidence; it is not attached externally. | Pins author evidence to the version. |
| Decision · Attributable rationale | Decision controls | Required for review or closure. | The independent actor records the explicit outcome and rationale. | Creates the attributable decision. |
| Controlled action evidence | Controlled evidence | Required at governed transitions. | Select CLEAN evidence for release or closure. | Pins decision evidence without exposing it to recipients. |
Actions and effects
When to use: After source, public content, recipients, escalation and evidence are complete.
What it does: Freezes the current version for independent review.
When to use: By a QA Head different from the author while the exact source fingerprint is current.
What it does: Creates one delivery/outbox scope per recipient.
When to use: For failed or overdue dispatches by the permitted operator.
What it does: Appends delivery attempts or bounded internal escalations; prior failures remain retained.
When to use: After every dispatch is acknowledged, by a QA Head different from author and releaser.
What it does: Closes the communication record without changing its source.
Lists and states
- Communication and dispatch register: use status, exact version and accountable actors to distinguish current work from retained history.
- History and evidence: hashes and source/version references identify the immutable facts used by each decision.
Authority boundary
This workflow can deliver only its released bounded communication. It cannot alter NCR, SCAR, counterfeit, escape, supplier, configuration, inspection, custody, stock or ledger facts, and it sends no attachment or classified evidence.
