Tutorial: Approve statutory tax and localisation controls
Create, reject, replace and activate one evidence-backed jurisdiction profile without calculating tax, issuing a document or posting accounting.
Learning goal
Tax Accountants, Finance Controllers, Compliance Managers and auditors.
Complete Flow 44 and prove that jurisdiction-specific statutory configuration can be immutable, effective-dated and independently approved before any transactional Finance authority exists.
Before you begin
- Use an authorised disposable training tenant
- One assigned site and suitable classification are available
- Different named Tax Accountant and Finance Controller users are available
- Current official authority references and same-site CLEAN controlled evidence are available
- For an India GST profile, verify the GSTIN/state prefix and financial-year series requirements before entry
Observation-first is the default. Do not create retained customer, procurement, receipt, inventory, Quality, Engineering or Manufacturing records merely to complete a tutorial.
Guided journey
- 1FinanceOpen /finance/statutory-controls
Define the jurisdiction profile
- Acting role
- Tax Accountant
- What to do
- Enter the legal entity, site, country/jurisdiction, registration, base currency, locale, timezone, fiscal start, tax point and rounding policy from verified authority material.
- What you should observe
- India GST profiles fail closed unless Asia/Kolkata, 1 April fiscal start, a valid GSTIN/state prefix and financial-year statutory series constraints agree; INR is a UI default, not a supplied legal conclusion about functional currency.
May changeOne profile identity and immutable version draft only.
Must remain unchangedNo tax calculation, invoice, number allocation, journal, return, filing, payment or exchange rate exists.
- 2FinanceOpen /finance/statutory-controls
Compose exact tax rules
- Acting role
- Tax Accountant
- What to do
- Add effective-dated rule codes, category, direction, supply type, collection mechanism, total rate and named rate components with an exact authority reference.
- What you should observe
- Component rates must equal the total; zero-rated, exempt and out-of-scope categories must total zero; rule dates must stay inside the profile period.
May changeVersion-owned immutable configuration rows.
Must remain unchangedThe rule is not a transaction tax engine and cannot determine a customer's place of supply.
- 3FinanceOpen /finance/statutory-controls
Define statutory series policy
- Acting role
- Tax Accountant
- What to do
- Describe each document type/series prefix, separator, minimum digits, reset period and maximum length without allocating a number.
- What you should observe
- India GST invoice series must be unique by profile/document key, reset by financial year and fit the configured 16-character maximum.
May changeSeries policy inside the same immutable version.
Must remain unchangedNo invoice, credit note, debit note or delivery document is issued.
- 4FinanceOpen /finance/statutory-controls
Submit and reject independently
- Acting role
- Tax Accountant → different Finance Controller
- What to do
- Submit version 1 with CLEAN evidence, then reject it with an attributable decision note and evidence to exercise the correction path.
- What you should observe
- The author/submitter cannot decide; rejection retains the exact checksum and history.
May changeSubmission and decision evidence, audit and outbox facts.
Must remain unchangedNo active statutory version exists after the initial rejection.
- 5FinanceOpen /finance/statutory-controls
Replace and activate
- Acting role
- Tax Accountant → different Finance Controller
- What to do
- Create version 2, correct the definition, submit it and approve it only while its effective period includes today.
- What you should observe
- The profile points to one active approved version; any former active version would become superseded without mutation.
May changeA new immutable version and active-version pointer.
Must remain unchangedActivation does not calculate or post anything and does not schedule a future activation.
- 6Finance / GovernanceOpen /finance/statutory-controls
Reconcile scope and isolation
- Acting role
- Auditor
- What to do
- Read the profile history, checksum, named actors, evidence and active version; retry outside the assigned site and compare operational witnesses.
- What you should observe
- Outside-site access is denied, authorised reads are audited and Tax Accountant/Finance Controller write-versus-approve permissions remain separated.
May changeExpected classified-read audit facts only.
Must remain unchangedStock, ledger, estimates, quotations, orders, demand, procurement, receipts and notifications remain unchanged.
