Flow 09 — Governed replenishment planning

Review an approved item/location readiness buffer against explicit custody states and independently accept or reject a non-transactional source proposal.

Overview

Inventory meaning

Policy drafting, approval, due review and proposal acceptance are all zero-stock planning events. Inventory changes only later through a separately authorised receipt or transfer workflow.

Responsible roles

Materials Planner → different Project / Contract Manager → Materials Planner or scheduler → independent Project / Contract Manager → Auditor

Process

  1. 1

Detailed reference chapters

Detailed steps

  1. 1

As Materials Planner, create an item/location policy with one ownership pool, optional project, reorder point, target and maximum, order band, pack multiple, review cadence, lead-time assumption and either an active approved vendor or internal source location.

  2. 2

Submit the immutable draft. As a different Project / Contract Manager, verify item and location classification, ownership, source posture and numeric assumptions before approval.

  3. 3

Run due reviews or allow the scheduler to do so. Confirm the snapshot separately reports target available, site quarantine, inbound transfer, reserved, blocked, MRB, allocated, subcontractor, repair, project-reserved and source-available quantities.

  4. 4

Confirm the projected position formula uses available target + site quarantine + inbound transfer, triggers only at or below reorder, rounds to the pack multiple and respects target, maximum and order limits.

  5. 5

If DMSMS is EOL or obsolete, confirm proposal acceptance is blocked until an independent last-time-buy approval exists. Vendor screening still occurs in the inbound workflow.

  6. 6

As an independent reviewer, accept or reject the advisory. Confirm acceptance returns only a link to the separate Receipt authorities or Transfers screen and the stock ledger is unchanged.

  7. 7

As Auditor, verify policy author, approver, calculation version, every quantity snapshot, proposal reviewer, rationale and the explicit no-transaction audit metadata.

Field-by-field practice data

Use a disposable training tenant

Create an independently approved min/max policy for the training bolt in Main Stores. Separately exercise the planning-definition foundation: approve a Main Stores area, approve complete combined item/site defaults, approve a safety-stock-zero area override inside that effective period, and preview the exact item/location/OWN/as-of mapping. Verify inherited fields, legacy differences, self-decision denial and unchanged execution. In Stock and requirements timeline, choose the training item/site/OWN and a bounded horizon; compare source evidence, held-stock exclusions, unassigned demand/date exceptions and separate project/revision positions. In Demand assignments and transfer arrival plans, select an eligible exact line, create and submit a planning assignment, and use a different reviewer to approve it. Verify current approved ownership/area and transfer arrival evidence enters the timeline, stale evidence remains excluded, replacement retains older versions, and retirement leaves business sources untouched. Source permissions may omit adapters. Next use Multi-level MRP preview with a single-method approved demand policy and exact released MBOMs for the root and make components. Compare a shared component used by two parents, existing usable stock, MOQ/pack surplus, maximum lots and dated release offsets. Trace each demand to existing or proposed supply, verify component links identify the parent proposal and MBOM line, and confirm proposal pegs do not exceed uncovered demand. Verify only new make proposals explode and late existing supply yields reschedule evidence. Missing policy/MBOM, method conflicts and excluded sources remain explicit. Then enter a run name and rationale and Calculate and retain run. Confirm a fresh immutable input/result snapshot is retained once across retries. In the isolated training environment change a known input, retain a second run, and compare quantity/date and exception differences while the original stays unchanged. Confirm lower source permissions, clearance or site scope cannot open the run. These previews and retained records create no stock or execution; statistical forecasting, complete SAP automatic firming behavior, capacity and execution conversion remain subsequent work. Active audited firming carries a proposal as fixed supply through a later run, preserves its original MAKE component demand, and can be removed with an explicit UNFIRM decision from the carried proposal. For a BUY item, create and independently approve an effective priority source list in Item detail, then inspect the supplier and source version on MRP. In disposable training data compare quota-base and earlier-lot allocation, retain/replay V9 evidence, and confirm a retired list blocks planning or RFQ conversion. A draft RFQ must include its selected supplier and must reject changed supplier/source evidence at issue. In isolated data, release a PO sourced through the same quota-list version, verify its full ordered quantity enters the next rating, independently approve a quantity amendment, and confirm partial receipt does not double-count it. Draft/pending and cancelled POs are excluded. Check missing procurement permission, hidden history and changed-history handoff denial. For a second released, unacknowledged PO, request whole-order cancellation with a reason. Verify the requester cannot approve, a pending request freezes supplier acceptance and amendments without changing quota, rejection keeps the commitment, and independent approval removes only that PO from current supply/quota while retaining history. Orders with supplier responses, ASNs, receipt authority, receipts or invoices are blocked. Unlinked orders, other document types, partial cancellation and returns remain separate work. For TRANSFER planning, independently approve one cross-site internal replenishment policy for the same material/site/owner and shared stock. Verify coverage from release through need, retained source/destination codes, V11 replay and carried source identity. Try a second effective lane, missing source-site scope, changed endpoint and retired policy; new conversion must fail closed. Verify the sourced request cannot override its endpoints, short source stock blocks conversion, and valid conversion creates only a planned request before the normal dispatch and independent receipt. Source policy quantities/transport calendars do not override MRP settings. Then retire and replace the training lanes with independently approved distinct MRP source priorities. Verify the lowest number wins, all candidates are retained in order, and ties or missing priorities block selection. Adding a lower-ranked approved lane must invalidate an older carried conversion even when its winner is unchanged. Priority edits must fail; retired-set replay stays unchanged. After full independent transfer receipt, retain a V12 run and verify the original firmed transfer no longer appears as future supply; the completion witness must identify the exact request, receipts and ledger proof while the original FIRM history remains. A forged received status without receipts must block planning. Move received stock away through normal custody and verify the resulting shortage is not covered by the fulfilled anchor. Replay an earlier run unchanged. No-policy manual sourcing remains available; partial transfer/BUY/MAKE reconciliation, transfer quotas/cost/capacity ranking and area/project sourcing remain open. The practice should also create an additive master-schedule draft, obtain independent approval, then verify an exact released MBOM is required before MAKE proposals create dependent requirements. The page shows sample set A; the workbook includes independent A, B and C values.

Create and independently approve forecast and MPS buckets

Open /replenishment

Create immutable dated plan drafts for an approved item revision and exact site, ownership, project and optional planning-area scope. Submit each plan; a different user approves or rejects it.

Expected result: Approved buckets feed the planning timeline and MRP. Customer demand consumes eligible buckets according to their direction and day window. MPS dates remain fixed and require MAKE plus an exact effective released MBOM. No order or stock is created.

End state

Readiness shortages are visible, classified and source-governed without allowing an algorithm, planner or accepted proposal to create procurement or move stock.
